PANORAMIC VISION OF THE IMPLEMENTATION OF AN ECOWAS ID CARD PROJECT
At a time when the countries are wondering about the practical procedures for carrying out a project of this type, we thought it might be useful to provide an overview of what successful implementation would mean. After all, in addition to the card itself, the questions of population enrolment, keeping a civil register, and border control must all be considered.
ECOWAS decided in 2015 to adopt a unique ID card for all citizens of the member states of the Community. This constituted a major step towards greater integration in West Africa. At a time when the countries are wondering about the practical procedures for carrying out a project of this type, we thought it might be useful to provide an overview of what successful implementation would mean. After all, in addition to the card itself, the questions of population enrolment, keeping a civil register, and border control must all be considered.
The aim of this document is to offer a few keys to approaching the ECOWAS card project within a wider context. This type of 360-degree vision is essential because it could be a decisive factor in the success of the project.
