Following the adoption by the United Nations (UN) in December 2012 of a resolution emphasizing health as an essential element of international development, universal health coverage (UHC) is a primary agenda item for many governments. The UN resolution urges governments to move towards providing all people with access to affordable, high quality health-care services, with the ultimate goal of reducing inequities and enabling sustainable development
Efficient management of a health programme is, however, very much dependent on the ability of authorities to identify a) which people are entitled to coverage; and b) share this information effectively with third parties - namely insurance companies or healthcare professionals.
For the latter requirement, the need to properly identify the insured is motivated by the financial risk of attending to a person who is not eligible for health cover.

Based on biometric information collected in the field with state-of-the-art, ruggedized material, Zetes can create a central database containing each insured’s relevant data. After database cleaning, during which duplicates are removed using the ABIS system, data is used to personalise the card, which then allows the beneficiaries of a UHC to identify themselves.
In order for healthcare professionals to immediately check the identity of anyone requesting assistance, Zetes’ solution can be enhanced by the deployment of an authentication solution consisting of mobile terminals and an authentication application at the professionals’ premises.
