A legal identity lays at the basis of every interaction between a citizen and its government. Although birth registration is recognized as a fundamental right, in 2013, the births of about 230 million children under age 5 — 35 percent of the world's total — had never been registered. This denies them the access to many other rights, such as the right to medical aid services and the right to education.
